They are part of the Tattered Set.
In-Game Description

They appear tattered but in fact the fabric is reinforced with pyromancy.

Can be obtained as a drop from the Dark Stalkers in No-man's Wharf. They can also be found in The Gutter along with the rest of the Tattered Set.

This armor piece's appearance varies depending on the player's gender. The female version is thinner and is composed of wraps that go higher up the forearms.
